In Luffy's journey, there's lots of people who supported and sacrificed themselves in order to help Luffy; Pedro-San,Pekom, carrot,Germa 66,Fishmen, even their ship made by Fisher Tiger, Wadatsumi ( there's more in other arks). Did you notice how Luffy a completely unknown person gain their this much trust that they even sacrificed themselves.

I think that Blackbeard wasn't originally counted as part of the Worst Gen and Zoro was the one instead of him, but then they reconsidered coz Zoro isn't the type to lead others so he isn't a candidate for potential Pirate King, and while Killer is Kid's right hand man, he'll probably leave and form his own crew someday, or something like that
